Community Employment Services provides job seekers with the opportunity to gain the skills and knowledge needed to find and keep a job. The goal of Employer Services is to connect employers, willing to provide on-the-job training including apprenticeship training and work experience opportunities, with individuals eager and ready to be trained and to become fully productive members of the workforce.

Community Employment Services can assist in:

  • assessing potential candidates skills, and abilities in relation to employer workplace needs
  • developing a work experience, or on-the-job training plan that is realistic for the participant and consistent with the workplace requirements
  • providing support in identifying and resolving workplace issues
  • offering financial incentives to offset some of the costs associated with providing an effective work experience or on-the-job-training placement.  Financial incentives are not available in all cases and are determined on an individual basis.

Employers are invited to participate in Community Employment Services if they are willing to:

  • provide quality supervision and training
  • develop a comprehensive training plan prior to the training
  • provide opportunities for job trials, on-the-job training placements or on-going employment

Participating employers must:


  • be licensed to operate in Ontario
  • comply with all applicable legislation including federal/provincial human rights legislation, regulations and any other relevant standards, occupational health and safety act, employment standards act, freedom of information and protection of privacy legislation
  • maintain appropriate WSIB or private workplace safety insurance and have adequate third party liability insurance as advised by its insurance broker
  • not use placement services to replace existing or laid-off employees

As well, employers must commit to:

  • demonstrate the ability to provide trainee with adequate supervision, and an identified training plan
  • provide feedback and assessments, as required
  • having potential for long-term employment/contract position for the participant
  • provide the trainee with the same employment terms, conditions and benefits as for all regular employees.

Summer Job Service
FREE service for students aged 15 to 24 looking for employment that provides hiring incentive to employers. Summer Jobs Service – Assists youth who are returning to school in September with summer employment. This program is available April – August. For more information  call 905-575-2368.

Apprenticeship Signing Bonus
A $2000 Apprenticeship Employer Signing Bonus is available to employers to hire, register, and train an apprentice.

  • Payment of $1000 is issued when the individual is registered as an apprentice and the final $1000 is paid six months later if the apprentice is still working and training with the same employer.

Apprenticeship Scholarship
The Apprenticeship Scholarship of $1000 supports individuals who require upgrading tomeet the registration standards for apprenticeship training.

An individual must have an interest in apprenticeship, not have the necessary requirements for registering in a trade and be able to achieve the necessary requirements within a year.

  • Payment of $500 is awarded up front when the individual is registered for upgrading and $500 when the individual has successfully completed upgrading and is employed and registered as an apprentice.

Employer Apprenticeship Tax Credit Information

Ontario Training Tax Credit Information
The Ontario government offers the Apprenticeship Training Tax Credit to encourage employers to hire and train apprentices in specific skilled trades. The tax credit reimburses 25% of eligible tax expenditures up to a maximum of $5,000 per qualifying apprentice per tax year.

Federal Apprenticeship Tax Credit Information
This tax credit is for eligible apprentices in a Red Seal Trade. The Minister of Finance may, in consultation with the Minister of Human Resources and Social Development, prescribe other trades. The eligible amount is 10% of the eligible salary and wages payable to apprentices after May 1, 2006 or $2,000 whichever is less. Click here for more information
